The Gist: Knoxville’s Community Development Corp. has wrapped up Phase 2 of First Creek, opening 180 mixed-income apartments that reconnect the former public-housing site to downtown and anchor a resource center for tutoring, job courses, and food drives.

The Gist: A new WalletHub study comparing 182 U.S. cities puts Knoxville at No. 67 for overall stress, second-easiest in the state behind Nashville.
